Billy was born in Maningrida. He was introduced to the art of painting early in his life by his father, the renowned bark painter Wally Mandarrk.
He was raised in accordance with traditional customs, gaining a deep understanding of his country and culture. At the age of 15, Billy traversed the Snowdrop Creek area with his father. His profound knowledge and exceptional sense of direction, which often seemed beyond logical explanation, impressed many. From an early age, it became clear that Billy was unique, content to live off the land and continuing the practice of buffalo hunting as his father and grandfather had done before him.
When asked about how he was bought up, Billy commented “Aboriginal way better than white man’s paper culture.”
Billy's art is highly sought after worldwide. He painted in a traditional style using earth tones, including black, white, red, and yellow. His artworks prominently feature plants and animals native to the Maningrida area, such as fish, bush medicine, snakes, and bush tucker.
Billy passed away in 2007.
